Constitution

Article I - NAME and PURPOSE

Section 1. 

The name of this association shall be the County Surveyors Association of Indiana.

Section 2. 

The Association is a non-profit organization whose purpose shall be the advancement, promotion and protection of County Surveyors in Indiana.

Article II  Membership

Section 1. 

Membership shall be open to all to those who hold the office of County Surveyor.  The membership shall consist of only dues paying County Surveyors.  An honorary membership may be awarded at any annual business meeting.

Section 2.  Associative Members (amended)

Membership shall be open to individuals and/or business enterprises associated with the duties of the office of the County Surveyor. The membership shall consist of dues paying individuals or enterprises.

Article III  OFFICERS, ELECTIONS and VACANCIES

Section 1. 

Officers: The following are officers: President, Northern Vice-President, Central Vice-President, Southern Vice-President, Secretary-Treasurer.

Section 2.

President, Northern Vice-President, Central Vice-President, Southern Vice-President and Secretary-Treasurer shall be elected every other year at Road School.

Section 3.

Election shall be determined by a majority of all votes cast by dues paying members.

Section 4.

An officer may hold the same office for more than one term. A term is approximately two years or between annual business meetings.

Section 5.

Vacancies shall be filled as follows: President shall be replaced by a Vice-President chosen by the executive committee.

Article IV  STANDING COMMITTEE

Section 1. 

Committee members and alternates for each of the following committees will be appointed annually at Road School:

1. Nominating
2. Legislative
3. ISPLS Liason
4. Indiana Historical Landmarks

Article V  RATIFICATION

Section 1. 

To ratify, Association must obtain a vote in favor of ratification. Upon ratification by majority of those voting, Constitution shall be valid.

Article VI  AMENDMENTS

Section 1. 

This Constitution may be amended by a vote of two-thirds of the members present at a state meeting.

By-Laws

Article I - DUTIES OF OFFICERS

Section 1. President

The President shall

    1. Preside at all state meetings.
    2. Make appointments for vacancies subject to the approval of the Executive Committee as prescribed in the Constitution.
    3. Be Chairman of the Executive Committee.

Section 2. Regional Vice-President

The Regional Vice-President shall

    1. Be responsible for the dissemination of information in their area.
    2. Be a member of the Executive Committee.

Section 3. Secretary-Treasurer

The Secretary-Treasurer shall

    1. Be in charge of receipts and disbursements upon approval of the Executive Committee for the Association.
    2. Send notices to all members thirty days in advance of each state general meeting.
    3. Send a list of all selected and appointed committees to the membership within thirty days of appointment.
    4. Prepare and distribute minutes of all state meetings.
    5. Maintain a membership list
    6. Maintain a financial record.

Article II - VOTING

Section 1. Quorom for Business Meeting

A quorum shall consist of one-third of the dues paying members. To conduct state business—a quorum must be present.

Section 2. Committee Quorum.

A quorum for a committee shall consist of at least one-half of the committee members.

Article III - RESPONSIBILITIES OF COMMITTEES

Section 1. Executive Committee

Shall be the administrative body of the organization between business meetings.

Section 2. ISPLS Liaison Committee

Shall be in charge of working with ISPLS on mutual problems and concerns.

Section 3. Legislative Committee

    1. To review legislation.
    2. To prepare proposals for future legislation.
    3. To represent the Association in discussions of legislation.

Section 4. Nominating Committee

    1. Shall select nominees for Association Officers.
    2. A copy of the nominees shall be mailed to members by the Chairman prior to the first session of the annual business meeting at which elections are held.

Article IV - MEMBERSHIP DUES

Section 1.  (amended)

Members and associate members will pay dues as set forth at the annual business meeting. Dues shall be established for the current year at the annual business meeting.

Article V - MEETINGS

Section 1. 

State wide meetings shall be called by the Executive Committee or the President with no less than thirty days notice given to each county.

Section 2.

The annual business meeting shall be at Road School.

Article VI - AMENDMENT PROCEDURE

Section 1. 

Any amendment must be submitted in writing and read at any regular business meeting of the Association.

Section 2.

If the amendment is not submitted at an annual business meeting it shall be voted on at the next annual business meeting and passed by two-thirds of those present.
